General Statement of Duties
Has direct responsibility for the circulation division of the library operation, including direct supervision of personnel in that area; performs related work as required. 

Classification Summary
The primary function of an employee in this class is to perform supervisory and professional duties for the circulation division of the library.  As a Division Manager, the incumbent has significant input into hiring staff within the division and utilizes the materials, staff, and resources available at the Garden City Library, the Lynx! Consortium, the Idaho State Library System, the larger library community and the community served by the library. The Circulation Manager reports to the Library Director, but independent judgment and initiative are essential to the effective performance of this job.  The principal duties of the position are performed in a general office/library environment.

Knowledge, Skills and Abilities

Knowledge of:
·         Supervisory skills, training, and evaluation methods;
·         Fundamental and comprehensive library principles, objectives, methods, materials, practices, and theories of library science;
·         Library circulation operations, including automated circulation and catalog systems;
·         Theories and practice of cataloging, reference sources, and methods of application;
·         Library policies and procedures for Garden City Public Library;
·         Community census information;
·         Fund raising practices and procedures including grant writing;
·         Operation of standard office equipment, a computer, and job-related software;
·         Operation of specialized library computer and data processing systems;
·         Child/human development and theories of child and adult learning behaviors;

Ability to:
·         Provide excellent customer service;
·         Follow written and oral instructions;
·         Listen to and comprehend patron requests;
·         Answer telephones and provide information regarding the library and its services;
·         Provide supervisory guidance to other employees;
·         Establish and maintain effective communication and working relationships with co-workers, community organizations and groups, other City employees, and the  public;
·         Operate a computer system used for circulating books and library materials;
·         Operate standard office equipment;
·         Operate a computer using program applications appropriate to assigned duties;
·         Operate library equipment such as laminators, copiers, spiral machine, poster makers, and other specialized library equipment;
·         Perform a wide variety of duties and responsibilities with accuracy and speed under the pressure of time-sensitive deadlines;
·         Demonstrate integrity, ingenuity, and inventiveness in the performance of assigned tasks;
·         Communicate effectively both orally and in writing.

Acceptable Experience and Training
·         Bachelor’s degree, supplemented with library science course work is required; and
·         Completed or near-completion of Masters degree in Library Science or related field is preferred; and
·         At least three (3) years of library experience, including supervisory experience, is required; or
·         Any equivalent combination of experience and training which provides the knowledge and abilities necessary to perform the work.  

Essential Physical Abilities

·         Sufficient clarity of speech and hearing, with or without reasonable accommodation, which permits the employee to discern verbal instructions, communicate effectively on the telephone and in person, and to hear sounds within the normal range of conversation;
·         Sufficient visual acuity, with or without reasonable accommodation, which permits the employee to comprehend written work instructions and sort and catalog a variety of books, written documents, and materials;  
·         Sufficient manual dexterity, with or without reasonable accommodation, which permits the employee to operate standard office equipment, computer equipment, and other specialized library equipment;
·         Sufficient personal mobility, flexibility, stamina, and agility, with or without reasonable accommodation, which permits the employee to lift and move up to 35 pounds, stand or sit for extended periods of time, maneuver heavy book carts, and to work in a library environment.
